The following guidelines supplement those adopted by APhA in 1967:
- Provide for beneficiary contribution toward program financing.
- Provide for government reimbursement of claims directly to the pharmacist.
- Compensate pharmacists by means of a professional fee commensurate with the level of professional service performed in addition to making reimbursement for the cost of the drugs.
- Establish a per-prescription, fixed amount (co-payment) which must be paid by the beneficiary when obtaining drugs.
- To assure patients of receiving safe and effective drugs, establish a list of reimbursable amounts for each drug based on a nationally available product of acceptable quality and cost.
- Include all drugs having therapeutic use, whether for chronic or acute conditions.
- Include all persons eligible for Part B Medicare coverage.
